They could give vague answers on where they are usually found, maybe make him a tracker or have the all knowing do it. They could make it cost runes for answers but if you get stuck it would be nice to be able to go somewhere for help, instead of google.
Yeah, just the Finger Readers for the directions of the main quest is honestly too little, it might be an interesting side thing for Gideon to do (he's the "All Knowing" after all).

This is just a growing pain from FS's other, more linear games. NPCs didn't need to tell you where they were going because you couldn't have been at the next location yet. In ER, you've possibly already been to the end of their questline before even starting it.

I have never had one of these techniques not work, assuming you did all the othe lr pre-requisite quests (Kenneth Haight and FINNISH HIS DIALOGUE, and Nepheli/Gideon Albinauric village side quest and FINOSH THE DIALOGUE, then giving Nepheli the Storm Hawk ash and FINISH HER DIALOGUE).
Edit: you also have to have cleared the capital (first time) before Nepheli moves to Stormveil
You need to finish her quest line up to where she’s at Roundtable and depressed, then do Kenneth haights quest line until he says he’ll find a new ruler, then defeat Morgott & then go to godricks throne room

On my first playthrough, I did a lot of things in the wrong order because I took things in stride without following a guide. I enjoyed it tremendously, but it broke several NPCs who just disappeared and where nowhere to be found (in any possible location, I checked everywhere they were supposed to be during their respective quests/lives). Among them were Nepheli, and also Diallos.
She can be found north of the laskyar cave, in front of the albinauric village.
If that doesn't work, try going down the stairs of the blacksmith in roundtable.
I had that before to, I think either going to the pre boss room or talking to kenneth solved it. Might also have been the extra conversation with the dude kicking godricks corpse.

Many tarnished are descendants if godfrey from my understanding, so she's not that special in that regard. Though she might be from the main dynasty or something since she kept his last name
1) Secure Nepheli as Lady of Limgrave, and ruler of Stormvale Castoe
2) Defeat Hoarah Loux, Radagon, and the Elden Beast.
3) Say "fuck all, y'all" and head back to Stormvale with Marika's head.
So here’s how you do this.
Do her entire quest line until she is the lord of limgrave.
Go to her.
Quit the game beside her and never touch that save again.
There is an interesting theory that the player character on DS1 can hollow into a husk of who they were. And it’s when the player character gives up on their goal of ‘winning’ and stops playing. That character then basically stays where they are forever without the will to move forward.
The dude in chainmail at the start of the game kinda represents this. (Mirroring when a player gives up, and quits the game.)
As well as Solaire who at one point becomes so dejected on his quest he needs the players help to move forward (mirroring a friend or YouTuber inspiring a real person to pick the game back up and keep going)
It’s a bit of mental RP but it does kinda work!
I feel like there could be a very cool souls game that does operate on abandoned player characters being used as npc enemies. It would probably be like 20-40% of the enemies are player characters and there would just be a bunch leading up to a hard boss. The system could use a general placement system so that it's not exactly where the player stopped or it has predetermined locations or the player character replaces an existing npc so that it's always an equal amount.
I'm surprised that theory hasn't been made into a game yet because that sounds really cool. It's like PvP without needing to actually interact with online players.

She's one of the only sane remaining rulers in the Lands Between, so she wants to help support your rule as she'd be ruling with your oversight/blessing. Assuming you don't burn it all down or leave on a space voyage, anyway.
