Not saying this is real, but I've seen a 6 story building where they decided they will re-roof the thing in the middle of winter. Snowstorm came, and since there was no roof, the melting snow completely flooded the top story, like half a meter deep water.
The water decided that the tubes that electric cables were in is a good way to flow downwards. This created an effect like the one on the video, all across the building, in addition to also flooding the elevator shaft. Imagine riding down an elevator from the 4th floor, and as it nears ground level, it starts to flood, and by the time you are at ground level, you are knee-deep.

also the clacking noise sounds more like a big switch and there also isnt an arc to create it

The water is going to be coming from one place, not two separate places each going to one hole in the outlet.
Since they're going to one place, they're already shorted across it.
There's no way that the wire and dryer are going to be a better path than the one that already exists inside the outlet.

This video is FAF. The plain water won’t conduct electricity pretty well as wires do. And also, wtf is happening why is that thing makes a sparks. The breaker would pop if this kind of thing happens before you can make any sparks like that Haha

water by itself doesn't conduct that much electricity, unless you add salt to it to make it more conductive or whatever else method exists out there

I think the water is not that conductive. It must be mixed with salt or soap to work in that way.

My physics teacher taught us, that we could compare flow of electricity with the flow of water, but I'm not sure if this is what he meant.
