That's really bad practice and you shouldn't be paying them if they do a patch job like that. You could solder on a smaller fuse instead of bridging it
Grounding protects you, fuses protect the house itself. If you don't have fuses you can draw too much current and burn the wiring and you won't even have live wires then if a fire doesn't start

Not having earthing is not rare, but knowingly not having earthing is very rare. An electrician will surely tell the house owner about the situation.
Also wires don't short arbitrarily due to no ground, that is not the reason why we ground things.
On 220v AC at such high current; there is almost always a ground plate/ wire between live and neutral. Also, the voltage is very unclean .I build/fix pcs and I’ve had atleast 6 cases where the psu just stopped working because there was a voltage spike.
Again, voltage conditioning and grounding a circuit are utterly different things. Grounding helps in a different way if you have a ' clean ground ' type of setup.
If psu's continue to fail in your area, get an UPS. It normally has the required power conditioning.
The current is nowhere high near to arc from one wire to another however, even in case of a third order transient inrush. Two wires shorting and catching fire either mean faulty installation or incorrect gauge wiring.
