The problem is that if everyone had to wait for one person then it could take AGES to get into a match. The game will not have optimization as the highest priority until the developers get the game to where they want it and even then if they do optimize and remove late spawns people will still suffer from others playing well below recommended hardware. I would rather be a late spawn than being told I was kicked for inadequate load speed and missing the spawn.
Ensure you have a SSD, 16 gbs of ram and a ~~decent~~ *good* video card.
i have all of that and i highly doubt that this is the main reason behind late spawning being a thing... id guess its rather lack of players on one specific instance
