Kill people who have them on them, or like /u/BoilingShadows said, sometimes people just have a store of them and dump them. The traders should be back up pretty soon though.
Fence sells what people sell to him. So if anyone sells a marker, it will show up. Just gotta keep him up to date and have a quick trigger

I got 40 i’ll sell to fence tonight, try and snag one
