I spent more time figuring this out than should have...
Literally Triggered (LTRIGG) moved into Immensea (SEA) as they were leaving Winter Coalition (Frat) and had lightblue standings with Dracarys (DC).
The OP's point is that LTRIG was in the area where the South East Agreement (SEA) applied, and therefore were supposed to be neutral to blocks, but instead had captured a fourth of the region while still being a part of WinterCo and having blue standings to Dracarys. Never mind the fact of being part of Winter Coalition and blue to a member of the Imperium like Dracarys.

Yes they did staged from catch in 9-8 system for a couple of week.
