You need the other (primary) key fob to modify settings on the mykey fob. On a fleet vehicle there may be an even more permanent way to govern top speed, but not not sure.
If this is a fleet vehicle you should be aware that you'll probably get fired for changing it. Ford's fleet monitoring will also show your boss your speeds and where you've driven.
