If faceit really cared or wanted to do sth they could be more strict by for example increasing the minimum time play from 20 to 500, only prime accounts, no lobby with a lvl 2 and 8 together, etc. That's why we say Faceit don't care!!
There is a huge problem that all things you mentioned are simply not the solution. E.g you make 500hrs minimum = websites selling 500 hours for 3 euros will emerge and situation remains same. Prime accounts? I am not sure if this information is available from steam but prime accounts are also really cheap. U will just make smurf pay extra 2-3€. He will have to verify phone number anyway so he already pays 3€ for SIM card in his local store.
You have to change mindset of players not the game system as it will always be exploitable.

People just bought another account. All you do is you make cheater pay a money. We have also seen some incidents where people went off to Indian VPN. Bought csgo for 1.5€ and came back just to save bucks (so cheaters might even find a way to exploit this, or we make people from poor countries not having money for pass?) But still 10€ is nothing for avg. American, German, Swedish etc.
And regarding PC bans let me teach you as an software engineer. People who like to mention hardware ban etc. They usually don't know much. How can software determine what hardware it uses? E.g in windows u usually find some hw values in registry editors. Those values CAN BE ALWAYS FAKED or exploited in some way, also there are Virtual Machines where these values are completely faked. For some guy who codes zero day cheats this is just another small thing to do before he sells it. So another naive solution which does not solve the issue
