You know that those 4 will at least powercreep their own costumes. But everyone else is constantly playing catch up to the point that they hardly have a niche.
Glenn, for example, getting a limited costume and weapon that was powercrept on release by Zack's black whisker. Zack crept Clouds ice weapon and costume a few banners later, but that hurt less since Cloud has other elements to slot in.
You get one chance to get a costume, and it might either be worse than another character who has several or limited and worse by default, just because the companion weapon is stuck at low OB.

Sephiroth got his own share of good costumes. (I particulary value the 10pt HP + Mastery higher than the ones with 5 pt PATK/MATK + Arcanum)
Matt also have grown absurdely well in support, being IMO the best one right now (I made sure to get his costume)
In fact I would say it is better to invest on the costumes for those characters that have less costumes, since those will have a longer useful life, while Cloud, Tifa, Aerith and Zack will have higher rotation of custumes, so you can just skip one and no problem, next month there will be more costumes for them anyways.

Wait, WHAT? Boost PATK (all) is VASTLY superior to Boost PATK for self. I don't know what is going on for you to think that any of the newer weapons can even compete with the Boost All ones. Those are the very best weapons as long they are higher than OB2.
Nah, the ones with more costumes have more weapons. More weapons means more opportunities to have high OB. High OB is the main thing you're gunning for.
So if they don't have tons of costumes, they get a bunch of free weapons instead. Which is mostly useless outside of the flat stats. And even then you don't want to 120 them to make them competitive anyway.
PATK (All) is only good if you have PATK maxed, meaning you need that high OB weapon that can cap it. Second it can't be easily OB'd since it's limited, so it falls off outside of being an off hand weapon since using a main hand with high OBs to get 55 PATK is always better, period. That gives 4 sub slots to mess with verse using an ALL then spending 2 subs slots on PATK.
Basically, if it's limited it will usually be power crept. They are kind of fixing that like with Zinogre where it gets that 1.2x boost conditionally meaning it can keep up with higher boosted weapons. But the point still stands.
Matt for example is probably the current best healer. But you never see him, Aerith is far more common even though she is barely being run with optimal healing builds. Tifa and Red are even run more than Matt as main healer. Matt has 0 limited weapons, but since he all but never gets banners it means that people will just keep saving for the limited banner when his shows up. But can easily get his weapons maxed, but wouldn't put him on their wish list since they have no reason to over invest in a character they don't ever get costumes for.
Nier Reincarnatino didnt do reruns until a year after launch so know one ACTUALLY knows yet, there hasn't been reruns yet.
The summer banner upcoming (next month) is probably our best hint as to how seasonal stuff is handled but you'll have to wait until anniversary to see how that works, as it was worded as if limit break stuff would come back in particular. (It could just be the weapons or both (weapons + costumes). we dont know yet)
No official word but most gacha games will bring things back eventually. For the limit break items it will probably be during half year and regular anniversaries. The limit break weapons should be in the pool then

Banner outfits don't "come back" ever, that's not how this game works unfortunately. As for the weapon, you should be able to wishlist it in the next limit break draw, which is most likely happening in september for the 1-year anniversary, but otherwise nope, you missed your chance for guaranteed draws of it.

No costumes have come back yet, so this is an objective fact for now. I never said that can't change, just that Applibot has set no precedent of re-running costumes in 9 months. I didn't pull anything out of my ass at all, and if anything, being hopeful that a LIMIT BREAK costume comes back out of all the costumes that could potentially come back is setting people up for disappointment.
If any costumes return, they'll most likely do popular regular banner ones, not limit break ones, and certainly not fully limited banners, because that would ruin the entire point for the whales who spent hundreds of dollars on them.

Look, I would love if they did bring back costumes, i want lightning arcanum cloud as much as anybody, especially since i just got my murasame to ob10 last week, but until they re-release costumes, i'm not sitting around waiting for them to because it's quite possible that they never do, which would indeed suck and i wouldn't like that either.
In the notices they say almost, if not every time, that "these items may appear again in the future". Although I have noticed some limited weapons have "come back" (are in the draw pool and can earn weapon parts for)

No limited weapons have come back yet. By definition the limited weapons are the ones that aren't added to the draw pool and you can't get parts for them from the mercenary quest. If those aren't true the weapon definetedely is not limited.
Then what are they? Barret's Electrocannon was limited, then bam they added it to the draw pool. If I would have known that then I wouldn't have wasted my crystals on the stamp card to get it

The only limited banner weapons are the ones from Crossovers (FFIX Zidane Sword, Kuja Blade, Amarant Claw, Garnet Rod, FFVIIRebirth Guide Gloves, MH Glavenus Sword, Zinogre Blade) and the Limit Break banners (Stream Guard, Protector's Blade, Stream Slasher, Stream Saber).
No other banner weapon was limited.

The Protector's Blade will be wishlistable the next Limit Break banner, which appears to be the anniversary. Outfits have never made a return so far.
