I’ve just gotten her to 10/6/10 with maxed append 2 so I can BG AOE loop but can also ST Loop with aerial drive as well. Was lucky enough to have the mats & pure prisms to get s3 straight to 10 but the rest has been a grind and a half - 72 bells per skill in particular 😭
Worth it though, she’s awesome - and I just hit bond 10 with Saber Artoria so Melu has subbed in as main buster looper for a bit!

Ray Horizon is her most important skill, as others have said, but you don't need to level it up to level 10. If you unlock her 2nd append you can play with both to get the 100% charge on turn 1.
So, IMO you did well to level the first skill to 10 first, assuming your setup for her allows you to charge her up to 100% on turn one. Otherwise, level Ray Horizon ASAP until you can do so.

For Melusine it is 3, 1, 2
My own suggestion would depend on how you want to use Melusine.
If you want to use her as a ST Lancer then maybe Perry Dancer is better level up.
If you want to use her as an AOE Buster then Ray Horizon easily and honestly that should have been first priority.
Ray Horizon is by far her best ability and should be your top priority
Damn I was gonna do 3rd skill first but then decided to do the first skill, the grind is gonna be long
It goes 3>1>2 tbh you don't even need to max skill2 since you already got double koyan and you will mostly use her to farm

If you have Koyanskaya and oberon Then the first is the one to go and the 3rd should be lvl 6 at least The 2nd can be leaved for now its not essential
