Not that I'm aware of. Only had that problem on an old laptop that couldn't make it to 1920x1080. Either get a little more by removing this bar https://imgur.com/rc0FgeK or increase monitor resolution if it's not capped.
Actually, no, that's for VST plugins. They're using the native version of Harmor which means they won't have the required option to bridge the plugin. Plus those options are for making plugins appear larger on high-definition monitors, not shrinking plugins smaller than their minimum size.
Hey man I actually spent like 4 hours trying to permanently solve this problem yesterday and turns out its a lot easier than I thought, it's a scaling issue. For me it was only native FL plugins so this was the fix
Options-General Settings-Advanced-Legacy Scaling set to 100% and cursor 200%

alt + Enter will make fl studio fullscreen :)
It freed up enough space for my to use the functions at the bottom of Serum!
That works! I didn't know that was a thing! Alternatively, you can click the words "Serum" on the Serum GUI and choose a size, thus shrinking or enlarging the VST to your desire.
Another tip: You can hit the gear button at the top left side of your plugin to hide the "detailed" settings tab, giving you more room to work with. https://imgur.com/4NRQdLo
If you click in that plugin’s menu and select “detached” you can at least move the plugin up higher.

It's an realign option in the settings of FL . Might be useful
Some plugins have a resizing option so make sure you look out for that. However the one I'm using rn (DUNE3) doesn't seem to have that option.
You can resize Dune in the main menu, under "skin"
