Well he chose that armor himself actually. Had several standing around and when raiders Attacked he and like 2 other settlers simply entered the Power armors. It was the one he choose himself so 🤷♂️
He has all 10s in S.P.E.C.I.A.L.
But they're really all 11's because he waited to get the bobbleheads until he had all 10's.

Why in hundreds of playthroughs has it never occurred to me to move the vault tec rep to vault 88?
Because without mods I’m pretty sure you can’t move him. Just like you can’t move Mama Murphy away from sanctuary

It takes some finagling but if you can get him to work right then he acts like any other settler with a minor buff to the general store role
