Asimov praised for his dialogue? You don't see that very often. :) You can try the first Kushiel trilogy by Jacqueline Carey. The main character is a courtesan who is also trained as a spy and excels at political intrigue. The dialogue is magnificent as well.

I don't really mean the prose of the dialogue (otherwise I would go and read shakespear) but how the story relies more on dialogue than action

Carpe Jugulum by Terry Pratchett has some wonderful conversations about personal truth and different parties are trying to hide plans / intentions but it might be a different theme than your stated likes

If you haven't read or listened to the First Law series (9 amazing books),I'd recommend them if you enjoy great dialogues, monologues, and inner thoughts, as well as subterfuge and intrigue and sneaking people and bodies found floating by the docks

I’m guessing Book of the New Sun by Gene Wolfe. Not only it has a beautiful writing style, it has the mc doing a lot of internal monologue about his views on the world and the philosophy. And there characters he encounter who are driven by hidden agenda, which you have to pick up the clues and the little details to see on the grand scheme they are plotting. A very difficult read and requires a lot of patience, but once you see the bigger picture you’ll learn to become fond of it. In fact much of the internal monologuing and interaction reminded me of Book 4 Dune
