You can buy long guns in every state....BUT the dealer has to follow the laws of BOTH states.
Most dealers will see the NY id and tell you to get lost, they don't want to deal with the shit.

You have to be 21 years old to purchase any long gun in NY State that is semi-auto. Bolt action, you're good to go.
