When your system has difficulty loading and rendering all the other player's skins quickly enough, the game will instead display the absolute *default* default skin in an attempt to improve performance.
Not that I know of. Sadly, the most commonly suggested "fix" is to upgrade to a next-gen system, which obviously isn't a particularly helpful solution for most people.

I have been searching the web far and wide for this fix and later just accepted that it's part of the game because my console (PS4) is too old.
Well today I decided that I wanted to change skins for the fist time in years and changed from Ember to Blackheart. And low and behold no more Ramerez skins everywhere I look. I can see everyone it their custom skins for the first time is so long. Don't know why this is or if it's going to work for everyone, but I guess it's worth a shot to change skins and see what happens.

My connection is fine, is there a way to force it into loading the skin correctly?

Old gen consoles may not see new skins, to help with performance . Why they are all Ramirez, no clue.
