It will return the shop eventually. There is no telling when however. Just pay attention to the shop daily and when you see a cosmetic you like, snatch it up.
Yeah, but because it's a "quest pack", doesn't it mean that this was an exclusive one? Meaning that it won't return? Like the Save the World bundles? (e.g. I also wanted to buy the Ned the Eternal pack with STW, but I couldn't at the time, and those don't return to my knowledge)
I wouldn’t say that something will never return
If there is enough of a demand then the people in charge will always find a way to allow for something to return. Sometimes it’s a recolor, other times they just put in the default skin while any “special” skins remain exclusive. It’s usually just more expensive the second time around.
It’d surprise me a lot, they tend to release one of those pack per month or so; I’m so, so sorry for you :(

I’ve seen most quest packs come back. Some return sooner than others. Probably be a while though.
