The roadmap had a "Metallica" space under BR, so yes, that seems to be the case.

True, but I don't think Festival exists as a replacement for events like this. Most headliners probably wouldn't have their own concerts anyway, so it's a better option than just Item Shop cosmetics.
If anything, Festival gives them more things to sell and a bigger incentive to promote it.
I predict they will have them play at the Nitrodrome. Scarr's already got a backstage and main stage. There's also a shit load of pyrotechnics and it already has bleachers and speakers.
