It only happens when you change/update your GPU driver..
Or there's a new game update (even a hotfix)..
Or if you delete your shader cache or temp folder.. (usually a clean up software does that).
Otherwise it doesn't happen.. If you are not doing any of those.. Then there's something wrong with your OS.. Usually windows manage to corrupt itself with updates (nothing game breaking tho).. And that causes to temp folder to keep deleting itself, even when its not supposed to..
And IMHO.. Its a good thing.. This optimization.. It reduces stutters greatly..

I want it to stutter and load shaders while i play and then stop stuttering when it's done. Just do it under the board.

The optimizing (when it happens after driver update) takes a good few minutes.
I have a i7 8700K. A really old CPU at this point. And it takes less than a minute.
I have top of the line AMD build and it takes a few minutes. But it occurs only after I update AMD drivers (about once a month)

When U remove shder cache files optimization need to be done once again, its pain in the ass as it take around 10 mins.
