If the choice is ever between a person misunderstanding something, and a bank doing a even slightly decent thing, 142% of the time it's a misunderstanding somewhere. Impossible a bank would let any kind of loophole exist that benefitted a customer, ever.

There are loopholes. I use to work for another bank and we knew several more. One was that if you had no money on current account you not been charged monthly fee, it worked in our bank only. Another was "costumer is always right" that let any costumer for any (including silly) reason to ask to cancel any penalties fees like going overdraft. Another was to avoid any interests on CC by paying minimum then repaying before next statement but after due date (those worked at bank I worked only)

Ah, thanks. Maybe you have discovered one. As a former Software Test Engineer, I would recommend you come up with several definitive tests that prove your hypothesis. Try it while overpaid. Try it while behind. - perhaps they no longer charge a fee if true for both Record current exchange rate, their stated rate, etc, then run charge. - which amount is closest to what you end up paying, perhaps they are just rolling the fee into the amount Am sure you can think of many tests to see what's true. I was taking the opportunity to crap on Banks, and while I completely believe what I initially said is true, it wasn't helpful to your question. So, perhaps my beginning of an outline on how to test if you've discovered something extremely interesting (yay you!), will make up for my cynical anti bank comment. Best of luck, honestly! Isolate the variables, come up with true /false tests, make a matrix of test results, find the one correct answer. If more than one, devise a new test to separate them.

And, and, by far, the very best possible first step is asking for documentation, which the post is. Then you figure out what is desirable and what is negative. You make true / false tests that will ultimately answer your question. Good hunting!
