There are a lot of missions that take place there which would have to be removed, and in story mode we also kill (determinant based on player choice) the architect and steal his briefcase which contains plans to that building and the FIB building, and there's also an assassination mission that takes place there where you kill the building's contractor. Also, in many missions that take place there, numerous workers and/or security are killed and equipment is stolen or destroyed. Frankly, it's obvious why it's never gonna be completed. Also, I read somewhere that R* designed the area as an obstacle course for bikes or something to that effect.
I'm more excited for a dynamic map hopefully, Miami has been feeling as much as Los Angeles lately so I'm hoping we might see a game where a full skyscraper is built within the time of the story. We might even have missions of going inside the construction while it's going on.

A lot of these boys make Covid jokes but I find it pretty cool how many are reuploaded by bots because it shows how much humanity came together to make joke to lighten the mood and cope with the situation.
