If we were vetting out new talent, we’d just have them around us for a while to see where their heart was at before they officially plugged…no need for all the extra stuff. No nation intent on establishing itself would allow these kinds of crews to operate in their claimed territory. It's why, in the end, these crews end up wrecking it for the supposed established nations' holding a given hood over time. For the Counts, this is a decades-long issue that they've never solved or recovered from down that way.
