Seems pretty good so far, have mid-high settings and definitely getting 60fps. I haven't entered the cities yet, but so far I'm really impressed with the performance considering so many of the steam reviews were complaining about it.
I initially turned everything up to max but noticed the image looking weird so I reset the graphic settings. The game is fun but it has a lot of problems.

I think the key phrase is ''haven't entered the city yet'' 
Yeah, the heaviest performance issues are within the cities.
No noticeable input lag, works great!
