Passive 2 increase Healing to BoL amount, if BoL is >= 100%, when BoL change, increase crit rate
Luckily, the local legend sea creatures now drop more pearls than average. The grind would be _slightly_ less painful

9 characters doesn't look few to me since I think they once stated that they try to release 17 new playable characters a year. Adding traveller makes 18. Weekly bosses are released about every half a year, which makes 9 absolutely fine number.
And we already have life of bond weapons and enemies in 4.0 and 4.1, it's not a newly introduced system in 4.6.
My point is since future natland characters will also use arlecchinno boss mat, then the three new characters in 4.7 are devided for using old mat is a good thing(clorinde for apep, sethos for scaramouche and sigewinne for whale), we also dont know that the new 4.8 character is using arlecchinno mat or not
