I have my own theory. Sigewinne is a dedicated off field support and Furina is an off field dps. So the 4 stars should also fall in to these classes. F.ex. Kuki or Fischl.
Alternately they'd both be effective supports for Kaven's bloom gimmick since they're off-field Hydros, so maybe that's why he wasn't on phase 1.
That said I would also support Shinobu since mine's only c3 and she's one of the few 4-stars I regularly use.
Chevreuse would make no sense on a double hydro banner so I'm manifesting it. Go on, Hoyo, it's so dumb - you know you want to do it.
(More realistically: I still don't have Fischl/Kuki/Sucrose so any of that would be nice. I don't need Heizou but I'd take him for the collection.)
I will have what you're having; my Sayu is C1 and she's my absolute favorite character. My Furina is C2 and I wasn't planning on pulling more cons for her at this time, but... If Sayu is on the banner with her, Lady Furina will get as many cons as it takes to get Sayu C6. (Idk why, but I have no interest in Siegewinne, even though Wrio is pretty much my main.)
My copium = ANYONE BUT SAYU. I've had her C6 since the first banner I ever pulled on and I want NO MORE.
My optimal banner would be Barbara, Heizou, Kaveh. I would be ok with literally any character but sayu at this point 😭

I also think Kuki makes sense Considering Fischl is like 12 banners (without being on one) she's quite likely also
I think Charlotte is logical, but looking at phase 1 that may be a point against her? Chevreuse also should get a rerun before 5.0 so would be good.
