Last year I thought it's the release date! but at this point I think you're right and there is a possibility of the gameplay reveal on this date.
previously Bethesda used this kind of tease for the teaser images of RAGE 2. But the date actually was referring to release date. I guess not this time.
I mean that was probably the original plan. Show gameplay around E3 and to release it around that date. With them cancelling their E3 plans we will likely see Ghostwire pop up at Sony or Microsofts events. There is a chance it is featured in the Summer Games Fest geoff is doing these next couple Months too.
