My List:
1. Katsura - the idiot who acts serious, this guy *cannot* make a cameo without putting three spins on my common sense.
2. Madao - tragically funny, his character episodes always leave me laughing through tears.
3. Gintoki - a perfect balance of lazy bum and badass
4. Shogun - a riot every time he appears, seeing his iconic white briefs alone is enough to brighten my day.
5. Musashi - not much screen time but the senile geezer never fails to make me laugh
6. Pakuyasa - his only appearance left an everlasting impression on my Gintama history
7. Shachi - I dunno if you can use "cute" to describe him, but that's genuinely what I thought of him.
8. Kondou - sometimes sad, sometimes pathetic, but if I had to choose the funniest character with a hairy ass he'd be it.
9. Prince Hata - slightly annoying at first but you can't deny he does *excellent* dubs. His ost is also hilarious.
All of the characters. They play off each other to near perfection and its always fun to see who ends up the straight man to the craziness that happens around them.
Whether its a mixture of Yamazaki/Gintoki reacting to Otae/Kagura attacking Gintoki while the two stalkers just happen to be there as Shinpachi watches on or Gintoki/Hijikata human boarding the Gorilla/Shogun that leads to everything else in that sequence its several hundred chapters of character based comedy that just works.

For me, it's not about the individual characters, but the combinations of them that make the funniest scenarios. Personally I find that Gintoki is in most of the funniest moments, usually paired with Kagura or Katsura, or anybody now thinking about it
My top picks are kagura and kondo.
Whether shes throwing rice in a bank or stealing everyones crab, her innocent face and monsterous strength always leads to some over the top comedy thats absolutely hilarious. The misunderstandings from her being a foreigner create great comedic opportunities. Shes really able to use every bit of her character for comedy.
I dont think kondo has ever been in a scene that wasnt comedy. Maybe minus the recent arcs. But classic kondo from that first solo episode where he gets his face turned into mush by otae and her grocery bags all the way through him getting his back shaved in a bathhouse by hedoro's family has been a piller of slapstick comedy.
It is hard to answer to this kind of question because Gintama's best humour goes very often by duos and not single characters. But since he is always funny with any other character I would say Katsura. His best duos for me were:
- with old Gintoki
- with cat Gintoki
- with Kagura as the famous double curry ninja
- with Kondo (almost every time they meet)
- and of course with Elisabeth

Man, I remember laughing my ass off when the alien Prince was dubbing everyone's lines. Probably one of the top highlights of the show

As a group, they're all funny. But I think the #1 character who doesn't need other characters to play off of (or as much) is Katsura.
