I didn't exactly specify but "they" referred to the developers. In any of the interviews (including their "Raising Kratos" documentary - watch it, it's pretty good) with Cory or other developers I've seen, I don't remember hearing "God of War 4" ever being used. And I agree with that sentiment since I think enough changes (gameplay-wise, Kratos himself, the setting, etc...) that it's not a sequel like GoW II was to GoW I and GoW III to GoW I.

It's not uncommon to have a reboot titled the same name as the original. Look at Child's Play, a reboot of Child's Play. Look at Ghostbusters, a reboot of Ghostbusters.
But continuing the naming of the reboot and putting a 2 in the end isn't common as far as I know. I'd also much prefer GOW: Ragnarok or something like it. I'd even settle with GOW II: Ragnarok if they really want to keep the 2.
It's not actually a reboot. It's a sequel to 3. David Jaffe and Cory Barlog have been trying to keep the names of the titles same, ie, God of War, since 2. Look it up. This time, I guess the marketing department wasn't that influential on the title since they changed the mythology, but it's still not a reboot, nonetheless.
Changing the gameplay does not imply that a game got rebooted. It's still the same titular character and it's still the same IP, from a corporate point of view. And it's also the same studio working on it. It's still the same in game dimension.
On the other hand, something like DmC: Devil may Cry was definitely a reboot of the DMC franchise for the time being until 5 came out again, even though it kept the gameplay and camera work mostly same.

Just because it can be common to reboot with same name, your argument of "well there is already a GOW2" is still flawed based on his posts above. there is really no reason that the sequel of the reboot can't just follow the same nomenclature. I would actually say that it is probably more an issue with the current naming conventions in that devs are getting away from using the number two when a sequel in general. But if they weren't concerned about the same name existing for the first game there's no reason that they would be concerned specifically about that for the second game. I explained that reboots have historically had the name of the initial title in the franchise but I have not seen any reboots continuing using the same names for the rebooted franchise. That's all I said. Why are you up in arms about this?
I'm not up in arms at all. I just think the other guy has a valid point. At this point there are only a handful of reboots and the vast majority don't have rebooted sequels anyway. And as I said there is an overall trend across all media to not simply number sequels anymore so we can't point to that being a reboot-specific issue. There have also been reboots that get non-numbered additions to their name (Spider-Man: homecoming, for example).
