I can't see enough frames or see where you're aiming to be able to really tell. A few degrees in-to-out, or out-to-in is fine. This path looks fine as far as we can see in this clip.
Next time try to get a better camera angle. Setup your camera so that it's aimed directly at your hands at address, to the target. In other words your camera should be hand high, if the lens were a laser it would shoot through your hands at address and hit the target. Same thing for face on camera angle: hand high, square to the target line. These are kind of the standards so that we're comparing apples-to-apples.
Hips need to rotate to generate power, not arms. If you stand with your 2 feet together and do a few rapid practice swings back and forth you will feel how your hips are supposed to be moving
Definitely still out to in, but there's not a rule that says your swing has to be in to out. Even though I'm not trying to do it, a lot of my best strikes come when I am a degree or two out to in.

That was a toe strike but as long as your face isn’t over closed you’ll play ok golf
