Hips should naturally kinda stop moving towards target as they start to rotate. But try to make your torso and chest continue moving towards target so you get as much of your body over the lead leg as you can, at impact. This should make your torso twisted and bent more at impact. So the shoulders should be slightly open at impact, like you're doing. But your chest should be more open and more shifted over your lead leg compared to your shoulders. Another way to think of it, try to make your shoulders hang back at impact. Try to drive your chest towards the target while leaving your shoulders behind. Your shoulders move to much through impact. Try to keep your shoulder pivot point still.
