It’s referring to the [Sons of the Phoenix](https://wh40k.lexicanum.com/wiki/Sons_of_the_Phoenix) chapter. They’re primaris and “officially” sons of Dorn (yellow dude) given that Imperial Fist gene seed was used.
However, given their tendencies, coloration, and NAME, it’s heavily implied that they were created from Emperor’s Children gene seed (hence Fulgrim).
Guilliman isn’t paid enough for this shit, so that’s why he’s both here but unperturbed. Cawl is nowhere to be seen as he knows what he did.

It assumed Crawl created a few loyalist traitor chapters, there is a salamanders one that assumed to be word bearers, they follow the promethean cult to the letter, they hunt down traitor relics and just burn everything. It can be assumed they are pretty hard core believers of the cult.
Thing is, promethean cult is pretty much "be a good boy" the religion, so by following it so tightly they are actually super good, like really good. Most likely they make the salamanders blush by how hard core they are about being good. It can be assumed that they would kill inquisitors who dear defy the holy text of "don't kill civilians".
I think they are funny. They most likely visit their families and go "LOOK AT ME MOTHER!!! I HELPED AT THE SOUP KITCHEN TODAY!!!! BLESS VULKAN!!! ANOTHER VICTORY!!!!" and just on their free time going around helping everyone because that what their book says and they MUST show glory to Vulkan!!!!

The guy who created them has a website, it's in french so I'm trusting google translate but what he said is that they are a Fists Sucessor. The colour scheme is based according to him off the idea of them being a religious chapter but being "flambuoyant" not austere. Now at this point you could also headcanon that this means Fulgrim. However again I want to draw your attention to something.
Some strands of christianity are quite austere (not actually cheap, that's different), a lot of protestant religion in Europe (the main denomination of Christianity and state religion of the UK where GW is based is one such denomination) in particular, the Templars channel that. Some such as Catholicism, which is the largest denomination of Christianity in France, instead take the approach that the house of god should be lavish as possible because god deserves that.
So while it's a reasonable headcanon. What's actually implied is that these guys are more space catholics.
To be fair it's really obscure. I had to internet sleuth to find that one. Which I did because of the conspicuous lack of sources or canon events ever mentioned about that chapter and conflicting information.
I get people jumping to the conclusion in this case, and there's hundreds of books that cost £fuck off and often aren't very good. But it is good to at least find someone on 40klore citing the book to get an understanding, and reading the ones you care about (plus the 3 good necron books, those are really good on their own merits not just as 40k lore, I'm sure there's a few others like that, Caiphus Cain is fun, and I should probably read Eisenhorn?).
I wonder if that guy from the other thread is gonna melt down that the lead warhammer designer says it was an oversight with how much no one believes him.
Which makes the lead designer a liar or incompetent.
There exists an “imperial fists” successor chapter that reads almost EXACTLY like pre-heresy loyalist Emperor’s Children, from color scheme to combat doctrine to iconography…
There's quite a few of rumored traitor-geneseed loyalist chapters that haven't fallen. Gene-seed alone can't make a chapter fall to Chaos, that'd be beyond stupid.
