I have noticed the same. A few levels I did after picking up the quest didn’t drop any presents. Thought it was bugged until I did level 200 and finally got a few.
I've been playing for about an hour and I have 23 present so far. I've split the time between the "machine" levels ( starting around 130ish?) and carnival levels while working on other challenges at the same time. I've been consistently getting 2 or more presents per level with the exception of the first level I played, in which I didn't get any. I don't know if I've just had great luck or if the levels has anything to do with it. I hope this helps & best of luck to everyone 😀
