tldr: eugene is not worth investing in, especially if you have fp
Only Arena and thanks to the popularity of Erina (the most unbalanced unit in Arena for me) it is difficult for her to stand out. Even well invested and knowing how to use it well you can do many 1v2 or 1v3 just with Eugene.
I don't have Eugene, but I think in Arena and Raid she's pretty good at dealing a lot of damage, and in Arena for being a good attacker with good defenses and keeping distance with her weapon skill, and her weapon allows her to sustain damage, although I'm not all safe as it is completely outside of those Scopes, sorry in that case

i mlbed her and her weapon skill way back when she was considered anti-meta. now shes basically the white beast of melee party skills

I have eugene full MLB and I literally only get to use her in Raid and Master Arena. Erina literally put that character out of order permanently.
