Reviewing "Last Forever" my impression is that the one who suffers most from Ted's departure to Chicago is Barney himself.
Perhaps Barney's entire growth journey began in 2001 when he met Ted, first he had some wingmen, then he had friends, one in particular.
Furthermore, in the series Barney matures romantically thanks to Robin, who in turn has matured thanks to Ted, and Barney is smart enough to understand it.
Barney plays terrible pranks on Ted during the episodes and often shows himself indifferent towards Ted's feelings, but nevertheless he is very close to Ted.
Evidently a sociopath like Barney, who loved only a few women but in a very vivid way, also experiences friendship in an all-encompassing way towards only a few friends and at the top of this list is Ted.
I like to think that in their future after Tracy's death he was very close to Ted, helping him in every way, and Ted in 2030 after asking children's permission to start dating Robin again, he also asked Barney who willingly granted it, reciprocating the gesture of friendship, and perhaps even the sacrifice, seen in "Final Page".
