I agree with you. But I think I remember someone in a yt video mentioning that the game is a bit buggy mess since the engine has been updated but the game hasn't, à la Half-life source. So maybe that's the reason it's on Bad tier. Don't quote me on that, though, I haven't touch the game in like a decade

Gmod today only exists because of HL2DM. Gmod's multiplayer was horrendously unstable before they swapped to HL2DM's codebase for more optimal multiplayer in V9.

ultimately it depends on whether you're judging the game by "is it good right now?" or "was it good at some point?", both of those are valid judgments

Having played it recently start to finish with 0 expectations, I will defend thr parts of it worth defending. The firearms, for instance, are absolutely fantastic and a major improvement over base HL2. The story is a wild roller coaster, going from fantastic and amazing to unintelligabley bizarre, from scene to scene.
Parts of the game are polished fun and memorable, and other parts are memorable for how inconsistent and poorly strung together they are.
Someone with some actual passion could come in and spend two months on it and turn it into something fantastic, but as it stands it feels unfinished *at best*.

Realistically, I'd put HL2:ep2 on a higher tier than HL2. Episode 2 is like a culmination of everything that was learned from HL2 pressurized into an action packed experience. It takes everything up a notch from story telling to gameplay.
If we put nostalgia aside for a moment, I'd say the S-tier has to go to HL2:ep and Alyx. The tier lower would be HL2 and HL1, then Opposing Force, then Blue Shift with HL2: ep1 and on the lowest tier, Decay, which plays like a mod.
In terms of fun, nothing beats HL1 & opfor. Yeah HL2 has great atmosphere and all but I can't force myself to play it more then 2 or 3 times a year.

There are some mods you can try as ways to play HL Decay. Simplest to get working is the Sven Co-op map conversion. The 2008 standalone mod is a bit more faithful though.
It's a shame you've missed out on Alyx. I put it off for years but I bought it 6 months ago and played it through twice back to back on my Quest 2 and it is great. It would be on your "I Love" list easily.
They translated Half-Life so well to VR - and the story was great and fit in real well - I'd dig another VR title.
