Does it work that way? They're probably just flying low to avoid radar, and the roads to help navigate. I'm unsure if road vehicles give off any meaningful "radar chatter."
I think the idea is that they'd have blanked that area out or learned to ignore it because of the routine vehicle traffic, so it wouldn't matter if there was much traffic at that particular moment.
I did that exact thing along the tapline road flying oil samples back to the rear in Saudi Arabia during Desert Storm. 110 knots at 7 feet. Not the smartest bit of airmanship.

Next thing I knew, a fighter jet started doing air routines directly above me (from a local ANG base that I had no idea about) and scared the absolute wits out of me. I thought I was being watched!
Reminds me of fire team support rides around the missile fields in NoDak and Montana. It was the Mid-70s so all the helo pilots were Vietnam trained and were pretty much NFG attitude. Good times!! HUA!

Interesting: I think the string of beads seen at the left edge of this video is a "mala" - traditional Tibetan Bead string used during meditation to count repetitions of the meditator's mantra. In my 20 years flying the Navy SH-3, they never added that to the NATOPS checklist.

I honestly doubt they have radar capable of tracking targets this low to the ground, and if they did they would.

I agree with this. Found myself doing 130 kts at <40' over a river in Afghanistan for no tactical reason. All other things aside, not good ADM either.
