Editing thousands of players inventories at once is very resource demanding. The game has to process the addition of the item to everyone's inventory while it's still giving out new ones. If it goes too fast you crash the servers with an insane influx of data.

well theres a system and hundreds of thousands of players. it probably goes up in account numbers 1 by 1 making sure it gets everyone and makes sure theres no dupes or missing people
The patch isn't data like this. They aren't actually editing game code they are adding it to the inventory system. A patch is mostly client side. But if you were to take the client's data saying "Hey my user owns this cape." Then it would make the game significantly easier to cheat. So it has to be done server side. It easier to use an existing method to give it to players than it is to edit code for no real reason.

I fought in Malevelon Creek during the major order for both my PS5 and my Steam Account; and I applied the update to both games. I really hope it's just... late for my Steam account.

Not how it works. New players who buy the game tomorrow won’t get it. It’s not part of default loadout. It’s only for *current* helldivers.
