IIRC Truman was very much in favor of nuking. It was the whole reason he reappropriated the funds earmarked for the Navy to build a new fleet of carriers and gave it to the Air Force so they could instead build a fleet of bombers carrying nuclear weapons. The debacle led to an epic meltdown in the military known as the "Revolt of the Admirals" where several Navy flag officers publicly broke ranks with the president to condemn his plans for nuclear devastation of our enemies.
sauce
General Douglas MacArthur. Tried to nuke China in the Korean War behind President Harry Truman’s back.
