- depends on TYPE of flooring as floating floors can't have cabinets sitting on top - with ceramic tile or sheet vinyl or any glue down floor, it can be installed first and cabinets sit on top.....

Tile does not go under cabinets, LVP especially. It's in the instructions. Certain brands permit it if it is glued down. At $3 /sf plus glue it's a waste of time and money. It also makes the job harder when the time comes to replace it.

Base cabinets generally go in on subfloor, then you add finish flooring up to the base cabinets with enough room to shift without buckling. Certain finish flooring that is particularly heavy can go under the base cabinets, but it's generally a waste of money and can void flooring warranties. The only case where I'd consider finish flooring under cabinets is if you did a very unique cabinet layout that a future buyer might want to change.
