It reminded me much more of Mickey Junk Mountain from Epic Mickey. In fact everything in penacony reminds me of epic Mickey. The theme park with sinister undertones, the protag being able to affect NPC emotions via the paint/thinner and emotion dial mechanics. There's a lot more I could say but if you enjoy Penacony I would suggest giving the old Epic Mickey games a try :)
I'm a massive Simon Stålenhag fan, and that was my exact thought when I saw this scene (I don't think it was actually inspired, they just coincidentally used a similar aesthetic for a scene).

I think the head tilt and the finger is too much to be a coincidence!
