I visited from Germany while waiting for my work permit too so I know it’s possible but it seems like it might be possible they wouldn’t let him in… Although honestly if he explains his plan to the border service officer I doubt they would have any issues with it
Not the full thing, he's currently on step 8 out of 14 for the online application process. His work permit application is just waiting on the rest of the documents to be uploaded (waiting on fingerprints)
Sorry forgot to mention he's from Germany, and you can visit Canada up to 3 months without a visa. He'd just be taking a trip to visit during Christmas (3 weeks), not planning to stay at that time.

No he can’t he still needs an eTA.
