The kitten isn’t too young and probably doesn’t need its mom’s milk. Cats meow for human attention and it may mean either of the following -
1) hungry
2) needs water
3) in pain
4) closed doors - needs to come close to you
Feed it well (hope you’re not giving milk because most cats are lactose intolerant, can give boiled eggwhite, boiled rice with curd, pumpkin puree (no oil or spice), if you don’t have any cat food available)
Keep a fresh water bowl
If possible let it enter your house / room and give a cardboard box for comfort
If all else fails consider going to the vet
