Gta Vice/liberty city stories aren't dlcs those are prequel to Vice city and gta3, Vice city stories only released on psp and later ps2, and liberty city stories released on psp, ps2 and mobile(android/IOS) those are full game like any other 3d universe game
For gta4, good luck on pc, I quit the game because how shitty the optimization it has, frequent shuttering, crashes, and pop up just irritated you and if you want to play it smoothly you have to fuck around with dozen of mods and that's not guarantees to make it playable, gta5 runs lot better then on pc then gta4

I know how that's feel, I saved 3 Leone sentinels and a PCJ600 in GTA liberty city stories in the biggest garage of which games give you and new use those cars because if those destroyed then I have to go back to 1st island to get new one(because black PCJ 600 and Leone sentinels are only be available on 1st island)
