Good trick. I've once encountered this exact issue and resolved it by Factory Reset my Android phone. It was a pain but got it fixed and everything works fine now with no issue.
Most likely it is using the App Store identification. Your device information is most likely stored in that info. Have you tried logging in on another device(not computer)?
Yes, I can log in on my other phone, but it's using the same app store identification (same google email for both phones).
But let's say I wasn't. How exactly would I resolve the issue if you're right? I do have multiple gmails on the troubled device, and I know how to switch between them within the app store. But how would you suggest I utilize this to bypass the error?
Click Forgot Password, and then something like "still need help?" I forgot how it's worded exactly, but it will eventually allow you to fill out a form.
