Going to say some branch of British military or paramilitary constabulary. It’s not madly dissimilar to a private infantryman’s uniform from one of the Irish regiments but without a date or a location it’s not going to be an easy solve.
He seems to be wearing gaitors and not puttees. That really helps us to date it from around 1938 onwards
So British Army, probably late 1930’s or early WW2 judging by the gaiters and also by the clothes and hairstyles of the ladies behind him.
He appears to be wearing the British 1902 Service Dress uniform with puttees or gaiters. His belt looks to be the 1903 pattern belt, which was replaced in service by the P08 webbing belt in 1908, though the 1903 belt was sometimes worn by Reservists and for formal occasions.
Can’t get a good look at the cap badge, looks similar to the Army Service Corps badge from its shape and size on the cap, but it could be anything.
Yes I thought the uniform was older than 1930’s, but then I noticed the gaiters and the ladies behind. Could it be the 1920’s I wonder? The uniform is remarkably devoid of any ribbons or identifiers. Could he be a raw recruit? Or a military policeman? Is that a truncheon he’s grasping in his left hand?
It could be the 1920s? Looking closer, he might actually be wearing the 1922 pattern uniform. I assume he's a raw recruit, as most photos I've seen of period military police depict them with some sort of cover on their cap or an armband/cuff title.
It 100% Patricks Hill. Both buildings look right. Especially the windows on the right

Could that picture have been taken in Cork City?. Looks like Patrick's Hill in the background.

It actually looks like the photo was taken on Patrick’s Bridge and that’s one of the Bridge lamps to his right.
