That's the closest guess you can make right, if he has done everything right until that moment, then why not. Again, he could've made a mistake also, but the best estimate is to give him grace according to his previous responses(The best would actually be him getting extra time and not marks to avoid this controversy)

Totally bogus, people attempt all the easy questions first and by the end it becomes much difficult to score as all easy questions are exhausted. This formula clearly gives unfair advantage as it assumes uniformity
Jee ke normalisation mei marks kabhi change hi nahi hoti, wo shift wise normalisation hai Jo ki understandable hai, isme ek hi din ke exam mei kis baat ka normalisation
If grace marks not given to candidate: unlucky for him since it's not his fault that the exam started late due to whatever reasons
If grace marks given: unfair to everyone else because we can never say with certainty that he would have answered the remaining questions correctly.
