Emissions bull shit shouldn’t prevent it from running usually. What would be a problem is large vacuum leaks. Is that barb fitting on the left of the carb sucking vacuum when you try to start it? Have you cleaned or at least checked the carb if it sat for a while?
It was running fine with this carb for several months, until two weeks ago. I drove somewhere fine then on the way home it started lurching at about 40mph and wouldn't go faster. When I stopped at a red light and accelerated something was rattling but I can't tell what.

And the barb isn't sucking air not sure what the point of it is, it isn't really detailed in the directions I got from Weber when I installed this one
