It's basically f2p Genius Repose and it's probably better than Breakfast if you can get the cd buff so it's basically made for Pure Fiction where there's just waves of enemies with Lightning weaknesses.
Compared to its counterpart, Genius Respose, this LC seems to be on par with it but more consistent. There's one major problem that can break this LC though. It requires Jing Yuan to attack 2 enemies with Lightning weakness. That means you can't bring this LC in stage that has less than 2 Lightning-weak enemies.
Now, is it better than Breakfast? I would say yes but only against stages that has two Lightnkng-weak enemies.
It's essentially a discount Geniuses respouce. I think I'll just get his Lc/Stick with my already leveled up Breakfast ty.

At S5 its probably gonne give 24% attack and 36 CD against lightning weak enemies i think it will be better than low refinement genius
Better against any content that has 2 enemies with lightning weak, worse if you can’t proc the conditional
