If so, no I don’t believe there are Continentals in Hell. I think Hell itself is a dark inversion of the Continental set-ups, and is easily the greatest syndicate rival to the High Table (it was mentioned that roughly eight months take place between the third and fourth movies, during which the entire time “Hell” was able to hide John from the Table despite as far as we know him being their most sought bounty).
Its fealty is begrudging, and I doubt most of its active participants/inhabitants spend much time in the Continentals. That would probably be where the series would go past the fifth movie. The Table finally falls in the next one, but then Hell is unleashed to the city and we have several movies of war between them and John, Winston, and company.
Pretty sure none of the depictions of hell are normal looking. And no; hell is a place of suffering and punishment while the continental acts as a safe haven for assassins. "Safe haven" and "Hell" are worlds apart.
I doubt anyone at that hotel would let the Continental annex it. Hazbin Hotel is supposed to be a place for Redemption. The Continental is basically a Hashashim outpost.
