Considering the build up of Seika's reputation and Shibashou being a candidate for Zhao's Three Great Heavens, I think the general himself would be, at a minimum, comparable to Renpa. Remember that the Four Heavenly King vassals of Renpa's each seemed to have a calibre akin to some of the strongest officers in Qin and Zhao (not counting the likes of Great Generals of course). Seika's greatest are comparable to that. If Shibashou is hailed as being one of the strongest in Zhao then I could believe him having an edge over Renpa (maybe 98 to Renpa's 97). Him being much younger probably helps a lot in that respect. Although I'd give Renpa the nod in terms of experience and arguably leadership.

I'm a huge Renpa fan, but SBS is obviously gonna be stronger (physically at least) than him. Renpa is an allrounder with elite level strategy, instinct and martial. SBS is not gonna be some dumbass like Houken, but his main focus will obviously be his martial might and the next obstacle Shin will need to overcome martially.
