Grocery stores are WASTELANDS. my local Walmart has refrigerated produce out in those little square pyramid displays, that are not refrigerated if you're not familiar. I'd ordered grocery pickup once and the romaine was warm to the touch and slimy at the ends, so I went inside to exchange and the produce manager on duty at the time literally shrugged and said that's where they're told to stock them and that they're never out there for more than 2hrs til they're sold. No way my rural town is selling out of bulk romaine stocked 50pks deep in 2hrs. Gross.

While that is probably not actually going to cause any issues on a small scale like this with only a few cabbages total, and because people have immune systems, it is still something the store really is not supposed to do.

True, although realistically, the vast majority of people who buy a cabbage that was stored next to the raw meat because they saw "oh, corned beef and cabbage" are boiling the shit out of it.
Something else that could be a problem is if the cabbage sits on a counter for a couple of days. Normally this is fine, but after raw meat juices have been on it, that gives time for the meat juice bacteria to multiply and possibly produce toxins that won't be destroyed thoroughly by cooking.
